a photo can be scanned then repaired on the computer with such programs as photoshop.

You can take a damaged photo and repair it in photoshop. By scanning the photo you turn it into a digital image made up of pixels. I skilled artist can then manipulate those pixels to repair the damaged areas.
There’s no technology we have yet that will do this type of thing automatically. It really does take someone who knows what they’re doing.
I did this as a job briefly and I mostly worked on a lot of WWII photos that had been damaged in the field (photos of soldiers wives they carried with them).
Sometimes though, I photo is beyond repair. There just isn’t enough of the image left to work with.
