What software/hardware is needed to access internet in France?
I’m traveling to France and I can’t find anyone who can tell me if my wireless network card will work for accessing internet in France. I know most US cell phones do not work abroad… does the same thing apply to computer technology? Do I need to buy a specific wireless card for France/Europe?

No, you do not have to buy a new netowkr card in order to connect to a wireless network in france, it’s all the same.
